Meta billing rule starting October 1, 2026

WhatsApp cost calculator

WhatsApp cost calculator for Meta's API

Enter the country of the people who receive your messages and how many reach them each month, per category. The calculator shows the estimated cost of each one and the monthly total, in reais or in dollars.

Values start from Meta's reference table of April 1, 2026 and are meant for budgeting. For replies inside the window starting October 1, 2026, we use the country's utility rate as an estimate. Actual billing follows the table in force at Meta, and taxes are not included.

Your operation

The rate is set by the customer's country, not your company's.

Messages per month, by category

Offers, news and reconnecting. Charged in both scenarios.

Notices sent with the window closed. Charged in both scenarios.

Open-ended replies from your team or an AI agent while the window is open. Charged starting October 1, 2026.

Adjustments

A value you type. It is not today's rate.

Meta's rate is the base; your provider may charge a margin on top.

Applies only to utility and authentication. Tier discounts are estimates: check the ones on your account. Marketing and replies inside the window have no tier.

About these numbers

Estimate using the reference rate table of April 1, 2026. Rates vary by country and by volume tier. Taxes are not included. Check Meta's official table before closing the budget.

Step by step

How to fill it in

  1. 01

    Choose the recipient's country

Meta's rate follows the customer's country, not your company's. If you serve customers in more than one country, run one estimate for each.

  2. 02

Enter the monthly volume per category

Use a typical month: marketing, utility outside and inside the window, authentication and replies inside the window. Count the delivered messages your business sends; the ones the customer sends are not included.

  3. 03

    Choose the currency

See the result in reais or in dollars. In reais, type the exchange rate you want to use: the calculator does not fetch today's rate.

  4. 04

    Add your provider's margin

If your provider charges a percentage on top of Meta's rate, enter it here to bring the estimate closer to the invoice.

  5. 05

    Adjust the volume tier

High senders get a discount from Meta on utility and authentication. Marketing and replies are outside the tiers.

  6. 06

    If needed, edit the rate

If Meta updates the table before we do, type the new rate for your country.

Open math

How the math works

The calculator multiplies each category's volume by that category's rate in the chosen country, category by category, with no averaging.

cost per category = messages in the category × category rate in the country
(utility and authentication with the volume tier discount)
monthly total = sum of categories × (1 + provider margin) × exchange rate, if in reais

Utility messages inside the window and open-ended replies inside the window only count in the scenario starting October 1, 2026. Before that, Meta did not charge for them.

Meta rule

What changes on October 1, 2026

Starting October 1, 2026, Meta also charges for two things that had no charge before: open-ended replies sent inside the 24-hour window and utility messages sent inside that same window.

The window still exists: you keep replying without an approved template while it is open. What changes is that this reply now has a cost.

Categories

How to split messages by category

  • Marketing

Offers, news, invitations and messages to reconnect with people who went quiet. Always uses a Meta-approved message template.

  • Utility

Notices tied to something the customer did: order, payment, delivery, appointment. Separate the ones sent with the window open from those sent with it closed.

  • Authentication

    Verification and access codes.

  • Replies inside the window (service)

What your team or an agent writes freely while the 24-hour window is open.

Meta classifies the message, and it can reclassify a message template after approval. Use your provider's report to count by category.

Full budget

The layers of a WhatsApp bill

  • Meta

    What may be charged
Each billed message, by category and by the recipient's country
  • Provider

    What may be charged
A margin on Meta's rate or a fee per message
  • Customer service platform

    What may be charged
The subscription, and in some of them AI usage
  • Your team

    What may be charged
The time of whoever replies, reviews and follows up

In XBASE, the plan is monthly and is on the Pricing page. Meta charges the per-message fees directly to the card registered on your WhatsApp account; XBASE does not charge per message. On the billing screen, you follow delivered messages and the cost Meta calculated.

Before settling on a number

Mistakes that skew the estimate

  • Using your company's country

The rate follows the customer's country.

  • Counting received messages

Only the ones your business sends count.

  • Lumping every category together

Marketing costs differently from utility. Keep them apart.

  • Forgetting the window

Utility inside and outside the window go in different fields.

  • Forgetting the provider and taxes

Meta's rate is only part of the invoice.

  • Using the wrong table

Check in the result which date the table is from.

Beyond cost

The cost of a message is only half the math.

The other half is what happens after the message arrives: whether someone replies, whether the conversation moves forward and whether it turns into a proposal. In XBASE, several people answer the same official WhatsApp number, every conversation has an owner and a place in the pipeline, and the PDF proposal is sent from inside the conversation.

Frequently asked questions

Questions about message costs

Meta starts charging for open-ended replies sent inside the 24-hour window and for utility messages sent inside that window. The rest of the rules stay the same.
